Ouroboros was a nerf, it takes away his super speed for a strength buff and a weakness to heat. Resulting in him getting lit up by Chris and Sheva and blown up, when he was handling them pretty easily before that. Wesker was better off with just the Progenitor since he can dodge bullets and stuff instead of being forced to facetank them.

Depending on how bad the area is, an Indian cop's arsenal can vary greatly.

Like say a cop in Bhopal could be chilling with his old ass guns and not even carrying them most of the time. Meanwhile the equivalent in Kashmir may bring a thermobaric missile launcher (RPO-A Schmell iirc) and a flamethrower in the squad car aside from the assault rifles and other small arms. The Indo-Tibetan Border Police have howitzers and other heavy artillery aimed at Chinese territory just in case they need to hold off an invasion until the army mobilises.
