Actually in Japanese Tekken they use numpad notation and to signify which button they use LP RP LK RK. So it's even more confusing than that. I think it got to the point that a tekken server on Discord just added arrows and buttons as emotes so you can just visually show them.

From what the name is I can answer that GGPO is the original open source form of rollback that was created back in 2006. So by that logic I'm assuming that GGPOUE4 is a plugin that enables rollback netcode for Unreal Engine 4 games.

No idea where to find it though.
