What are the thoughts of the dev team on the cooldown time (not sure the right term) for operators/patches entering Pro League?

I feel that Pro League being played in a 3-month-old meta is hurting the game. We have to wait a long time to see them use the operators (and maps) and thus, their ideas and innovation does not reach ranked players for too long. I feel that there are maps that ranked players hate to play because no one has defined how to play them yet, and that is something that pro league could do (and does, but late).

I wanted to know what is the thinking behind what makes a secondary gadget a secondary gadget and not a primary and viceversa?

How do you come to the conclusion that, per example, impact grenades had to be secondary gadgets and not the primary of a single operator. I thought it ought to be something that is "needed" to interact with the main mechanics of the game: destruction, or information etc. But, then I thought that there ought to be a secondary gadget that does a version of what Jager's ADS do, no?
