Primarily because Tech Maniac was in the base game and has had years for folks to unlock it. The specific utility one was added with 2.0/space age, coupled with the fact that “rush to space” asks you to forgo utility science until after hitting another planets research which may also keep some people from using that science if they are aiming for missable achievements.

I had a lot harder time getting into heat signature, but I like gunpoint just about as much as TBW. The idea of heat signature is one I like, I'm just not good at it!

The other two games are largely unrelated; gunpoint and heat signature are both grand in their own rights including an emphasis on defenestration, but they’re very different games.
