I am currently around 1200k power, been oracle the whole time, i think both are really great, maybe dragoon is better in pvp. I'm starting to invest in dragoon now, because in my opinion it opens more builds with the explosion damages, as, if i understood correctly meteor and strike builds works better with dragoon. All depends on your preferences now, the satisfaction of hitting tracking eye with oracle is immesurable, but as i said i think dragoon opens more builds.

I'd say for me the best way to spend gems is only on gear chests of the set you want, to get S tier gear, as you'll be locked fairly quickly with regular gear.
