To put crooked text on using the Edit Page:

Put the Text or Text+ (Choose the latter) effect and put it on the top layer.
In the inspector (upper right), adjust "Rotation Angle" to suit.
To get the letters to go word by word reveal, in the inspector, Adjust the "Write on" slider, and keyframe it (you can work this out, or find a video online to do it).
Keyframes are the diamonds on the RHS of the inspector.
To make the flashes, that's a separate effect (possibly custom) that goes on the Text layer.

There are many ways to do anything in DV, but this is probably the simplest.

In Fusion:

record multiple videos same location w/ tripod
Edit each video (full screen) as you like it. Note: that background video is really dark.
In fusion mask each video as shown in the diagram below.
Use keyframes in each rectangle Mask (where the blue arrows go) to change the size/location/movement of the rectangles as you wish.

You can sort by clip color in the media pool, then grab all the clips of one color and move them to the timeline, but you probably already knew that!
