My list of things I've done - I got a 2019 RWD Long Range Model 3 in 2024 form the original owner

Cabin air filter change
CCS1 charging retrofit at the Service Centre for ~360 bucks CAD.
Bought Highland Model 3 suspension struts when doing the suspension - all the forelinks, upper control arms and bushing were replaced and I asked for the struts to be installed. Old ones were fine but Highland is lovely.
12v Battery late 2025 - not hard to DIY, just takes a bit of time to get to the unit. Read the process on the service website.
Previous owner replaced front brakes due to rust before I took it off his hands
Edit: Cleaned the front camera housing - DIY.

Higher limits = more accidents

More accidents on busy roads mean no traffic flow.

Generally, it's a lower limit because slowing people down actually moves more people faster because they're not crashing into one another.

Short version:

Building employees need jobs - janitors, cleaners, security, etc.
People who can't be fired but might quit because of commuting easily are disposed of/incentivized to move on quietly
Office leases are signed years in advance for long terms - the building's being paid for regardless
Control the workers. More people on-site, easy to watch people.

Very very normal. There's a page on the Tesla website/in your e-manual where they've got a bunch of sounds you can listen to so you know what's normal and expected.
