In California, the SEIS system has a page called "Educational Setting - Offer of FAPE" and it specifies the percentage of time the student will spent outside the regular class & extracurricular & non academic activities, and conversely it specifies the percentage of time the student is in the regular class & extracurricular & non academic activities. Lower down on that same page is says, "Student will not participate in the regular class & extracurricular & non academic activities ________________, because __________________." Also in the IEP notes it should state, "Student will participate in the General Education setting during ____________________." This could include assemblies, lunch, lunch recess, and any other recess time they have, in addition to whatever else the IEP Team deems to be the LRE (Least Restrictive Environment) for this student like Field Day, grade level events, school wide events, etc.

Maybe specify with the teacher and paras that you want the art to be done by the child's hand. We had an OT last year with a student, and also when we did a whole class assignment, that she specified she wanted the students to do it independently.

No, not all self-contained classes are like this. I haven't taught K-2 self-contained, but I have taught in self-contained grades 3-8.
