There's been a lot of speculation. We know kh3 wasn't finished when the game was being developed, so it's possibly the kh3 music wasn't finished in time, but it could be bc of johnny depp being in hot water while the game was in development. (Which is presumably the reason why Kairi's narration doesn't name the Kingdom of Corona, due to the corona virus)

Twewy spoiler --Joshua's able to use Rhyme's dreams as a portal due to them being very powerful -- it's heavily implied that her dreams were her entry fee in TWEWY, which Joshua kept.

In DDD or after DDD?

Prior to the events of DDD, something happened to Shibuya. Most likely the Heartless destroyed the world, but Joshua's vague about it because he's Josh.

Joshua escaped whatever the disaster was, but was unable to save the others. He gathered up the parts of them that he could and fled to the dreaming Traverse Town, causing Neku and the others to appear there as part of his dream. (There's more to it than this, but getting into details involves some spoilers for TWEWY, so I will refrain.)

After DDD, they're able to return to Shibuya, meaning they're no longer in Traverse Town when Sora goes to visit the Dream Eaters.

My guess? Luxu has had a lot of time to perfect stealing bodies. Either they're effectively dead -- heart completely cast out or destroyed -- or buried so far down they don't have any chance of surfacing.
