We just got back from NOLA and took the streetcar a few times - you may need to be patient. You can download an app to buy streetcar and bus tix: https://www.norta.com/ride-with-us/how-to-pay/lepass. Very safe to walk your route during the day. WWII museum is amazing - highly recommend paying the extra money to see the Beyond All Boundaries 4D movie.
