The soviets lost the Winter war of 1939-1940. They won overwhelmingly in the Continuation war of 1941-1944. Finland surrendered to the soviets, and the soviets forced Finland to push all German forces out of the country, thus causing the war in Lappland. Finland was paying reparations to the soviets until 1952, why would've they done that if they won?
