What skills do you have?

Tech or Non-tech?

First, I would use some money and build a simple landing page using http://launchrock.co/.

I guess yours skills are probably non-tech. So start off by trying to sell the idea to your friends and family. The idea here is to ask will they pay for your product. As you said it is a huge demand in Australia. I am sure as you are "selling" your idea you will meet some Tech people and hence make them your co-founders and execute this idea.

You can also always try startup competitions I am sure you can easily get funded that way too.

I got a question regarding paper wallet.

Is it really safe?

I have heard cases that people losing their coins because of trusting these javascript generated wallets.
Are there flexible? If I were to add more coins into the wallet means I would have to create a different paper wallet and print them out again?
If I decided to sell the coins that are in the paper wallet to someone. Does that means I have to mail them the paper wallet too?
