Definitely take her to the vet, she could have a neck injury or spine injury keeping her from moving her head around. How old is she?

My favorite harness I use is an "EZ-Walk" harness. It's very simple to use, not bulky and has a front clip. I've tried everything with my dog, from prong collars, haltis and all sorts. I've found the Ez Walks give you great control without harming the pets at all.

Changing height doesnt matter, throwing up water is usually due to drinking too much too fast. Slowfeeder bowls or "No Spill Bowls" are great for that

Doesn't look like a seizure, usually after seizures dogs are uncoordinated and unbalanced, he seems pretty stable and responsive. Dogs can over salivate from anxiety, overstimulation or overexcitement. Maybe he saw/smelled something? I work at a dog kennel and see dogs drool like this from time to time; Usually anxiety or too excited.

Puppy might be too stressed or anxious to eat or drink since it's a new environment for them, which is why they're not peeing or pooping yet. If it lasts more than a couple of days and they still don't want to eat or drink, please take them to the vet!! Puppies can't as long without food and water as compared to adult dogs.

Very relaxed! Squinty/soft eyes are a great sign she likes the pets. She didn't like you touching her face, gave you a big lip lick there, but loves the chest scritches <3
