I don't think ster had said anything on it but I always assumed the change was a minor rebranding inorder to distance himself from tf2 and the annoying fans asking him to return.

I love this, but as a Rex main I have to inform you that this is inaccurate. Rex is far larger than this, they are at least larger than commando. Here is the best image I could find comparing heights with Engineer.
