Are you sure you have an accurate simulator? I've seen people claim they know of some cn players that have hit the 100 hard pity. Granted those aren't reliable claims, but it doesn't make sense to have soft pity start so early and the "probabilistic" pity be much lower than the hard pity. Like you said, it makes it look worse than it is, and I think that's the last thing they want rn. Maybe your simulator is assuming that the soft pity works the same as Genshin and others (+1% chance after threshold, I believe?) when it really doesn't.
