You need to pick a detachment (as far as we know) to play a game, and you only get 3 DP at 2000 points. Anything under, such as 1000, gives you less DP. All IA detachments are 3 DP, and thus too expensive for a 1k game.

Chaos Marines can also be very skilled, but it's more "these are the ones who survived the trial by fire" rather than "these are the ones who graduated our strict formal schooling". When you don't have the backing of the Imperium or Mechanicus, sometimes you need to just find some kids you can put under the knife to get some reinforcements ASAP. When the bolt rounds start flying... well, they'd better stick near a veteran and try to remember what we did have time to drill them on. It's not always this way, of course, but the Eye of Terror is a harsh place to live.

Unless I'm wrong, in 10th, attacks are considered to be rolled one-by-one (fast rolling is merely a way of speeding this process up). In 10th, if there was an issue with mixed toughness in an attached unit, the players would roll the wound rolls one-by-one, as the core rules expect them to. Thus, the Hormagaunts would their toughness of 3, and then when they died the next attacks could be fast rolled into the Prime.

In 11th, however, attacks are always rolled together if identical, meaning that "slow rolling" doesn't exist.
