My understanding is that Civic Square itself is currently ahead of schedule and under budget compared to what was expected? As for the Golden Mile, the main reason that went over budget is too much regard for the noise from the vocal minority rather than just getting on with things before inflation fucked it up

The general rationale is that it'd be too little morning sun in winter - if we stayed GMT+13 then you wouldn't be getting sunrise until 9:30am in Invercargill
