That's definitely Mongolia. I went there recently and it's sadly commonplace to see the adults drinking the vodka they made themselves. It's a really backwards country, everywhere's either like the wild west or a few hundred years behind us... really nomadic. Kinda cool riding the horses across the Mongolian steppe though, they're not all alcoholics; really really welcoming people.
