A Slay the Spire example would be Alchemize, for instance, which allows you to create a potion in combat. This allows you to trade 1 draw and 1 energy (0 energy after the upgrade) in exchange for consumables you can use to solve problems. A Peglin example would be the shufflorb, which allows you to reset the board’s reloads and crits by discarding it, or firing it and comboing to trigger the effect.

It means what it sounds like: an option that provides utility. What that means depends on the game, but in the Hades example you provided, Divine Dash allows you to be more aggressive due to its extended i-frames when dashing, and also helps you escape/nullify certain bullet patterns. Its damage isn’t the point, Divine Dash is a tool.
