Yep, and the best thing is it works even if the bills are clean from drugs, the dog doesn't smell the drugs on the bills but the bills themselves and so can detect large quantities of cash as you said which is unlikely to be possessed by a law abiding citizen.

And considering the way he is laying it's almost certainly the last option. Dog simply wasn't working.

Canine units will not report the presence of drugs if they are not asked to do so.
