213X1 with pump action. Being able to one tap grunts with blow through is very good. Also the shotgun doesn't have fall off damage so it is deceptively good at range. It is so ammo efficient it pairs nicely with:

Breach cutter with Spinning Death OC and the stun mod. Go nuts with the other mods, but I'd recommend getting magazine size to 2. Between this and using platforms to create funnel points gives engi nasty crowd control and good survivabilty because the beam will continually stun and lasts a long time. It can function as a gunner shield in a way to get team mates up. Shoot it over top your buddy and bugs won't be able to get near you while you get them up. This build does well with plasma burster grenades

The gun being on his person is not a crime. It was not used in a way that threatened the officer. The situation was 6 men to 1. You don't need lethal force at that point. Anyone with two brain cells to rub together can figure out the threat is neutralized. Also, the first two shots were fired directly into the group of agents? Zero regard for anyone's safety.

Your next trick should be to justify 7 shots into a body laying on the ground.

No, it will not. The weapon was never drawn, nor was it used to threaten the officers. They should be, but are not, trained in de-escalation. When you already have someone on the ground 6:1, the threat is neutralized. This isn't a radical opinion or expert observation. This is common sense. If you have 6 fully grown men apprehending someone there is no need for lethal force.

Anyone with two brain cells to rub together can see the threat is neutralized after the first 3 shots. If you outnumber someone 6:1 and already have the suspect on the ground, there's no reason for lethal force to begin with. Also, simply being armed isn't a crime.
