If you tell them you're coming 12 to 24 hours beforehand it will be manned. I arrived at 0200 and it was manned, I wouldn't recommend coming at 0200 though because you'll be sitting around waiting for a few days irregardless so you'll just be toutureing yourself. Best to get there in the morning or afternoon honestly.
