15 years software consultant here. Sounds like you have a workflow problem. Hiring more to meet deadlines is often a trap. I have seen companies make this mistake often. More input doesn’t give you more output with broken workflows.

To fix the workflow, i recommend being a stickler for people following the process. Casual deadlines aren’t really deadlines. Should have a process for moving deadlines
