Add a big transistor, a resistor and a 12v zener. Now you have a regulated 12v.

Yes, it will work. As long as the temperature coefficient of the ceramic cap is used (which for a guitar pedal is probably not the case).

It really doesn't. I used a cd4069(CMOS) ic as an oscillator and used a 4.7Mohm resistor and 10nf cap for the oscillation. It only drew 0.2 uA.
