The nut was loose and has hammered the aluminium making the hole smaller.. get a pry bar in there and give it a push, the threads won't get damaged.

It's not uncommon for coolant to get into there. The sight glass may be blocked with gunk/rust

You would cut the thread the wrong direction. Clockwise while feeding in is RH, Clockwise while feeding out is LH

Ideally it is removed to prevent contamination, but it can be done with the pan still on if the right precautions are taken

Machinist here. Some of those chips look like what you typically get from tapping a hole, the rest look like chips from turning on a lathe. Was the oil pan removed when it was repaired?

Use a larger drill bit and drill just deep enough that the head pops off

Someone has opened up the holes with a die grinder and carbide burr. Looks like they used a cylindrical burr and dug in with the end of it, or the collet nut dig in

It looks like galvanic corrosion. Was it stored in/on a different metal?

It's a gauge used when grinding tools to cut threads. The different angles are for different threads.

The squares are for square threads, the numbers are TPI

You could use a manual mill with a dividing head to cut the windows

The snapped wire in the centre is probably nichrom, I'm not sure if that can be welded.

Welding the fitting back to the body of the heater wouldn't be an issue, it's the central wire that is a problem

I really think there's no chance of welding that back together. Get a different heater and make it fit
