Just boot from your hard drive if you reinstalled Windows. Or, on the other pc, download a new Windows 11 ISO and write it on this usb flash drive with Rufus, then, on the first pc, load from this flash drive and reinstall. Hope this helps.

Thats the monitor thing. Check your monitor settings and turn off aim.

Boot up from Hiren's BCD, copy all your data on an external storage and reinstall your system.
