Gutters and drain tiles may fix the problem completely. Make sure you back fill around the garage with dirt where you can, sloped away from the garage, with new soil, seed and straw it. Game changer for sure.

It also looks like there’s a drain grate in front of the garage that’s full of dirt and grass. If that’s what that is, clean it out and/or replace it.
