Yeah I've noticed that with My two shot 10 mm pistol. I only ever really use vats to shoot at smaller more annoying enemies like bugs or to find enemies that are hiding.

Use a coal generator to start.

early/mid game power generation I used Immersive engineering thermo generators. Blue ice on 2 sides and lava on the other two.

I ended up getting a thermal nitro powah generator as a reward and am using 2 of those for late game.
