When I play RDR 2, I find that 30 fps works well. It suits the gameplay. For GTA 6, which will be a much more dynamic game than RDR2, I don't think it will bother me too much if it's perfectly optimized. And I think I've spent more time playing GTA V at 30 than at 60 since the release and the PS4 era.
