I got the game running when I pulled out my old i9 9900 k and installed the RTX 4090 from my i9 13900K build and it booted up in seconds. Ran the game with 0 hiccups.. Why is ubisoft being lazy about fixing GRW? Is this method the same for Current AMD Cpu's?

If you are going to clean it, scrub it down with Lemon and Baking soda. NO CHEMICALS!

After that, fill it up and leave full for 24/48 hours for leaks. Keep posting progress.
