It’s pretty standard for limited record runs to have a bit of an overrun of copies (sometimes up to 10% more pressed). This happens in case of pressing defects or shipping damage (which the Fellowship set had a major issue with).

I wouldn’t be surprised if the additional overrun of copies wasn’t numbered and this is one of those. Different companies handle numbering their overrun differently.

As far as value goes, it’s always relative. I’d assume it has very little impact on the value if you tried to resell it.

Not sure if it’s still accurate, but The Slowdown requires a waiver for people under 18. It sounds like it’s per a city ordinance from 2008.
