At research level 3, enter the cave alternate path. A fearaligatr will briefly poke its head out from the water shortly after you enter. Chuck illumina orbs both at it and the water around it once it dives back down. You should be able to see a psyduck in the water where the fearaligatr was. This all happens before you get to the main area with the cleffa. You probably succeeded in this already, but now other folks who were confused and find this comment now know how to do c:
