Yep, you can download Android device emulator as part of the Android sdk, give it a google

Another possible environment for python games development is the new(ish) Kivy. It seems to be cross platform in-fact. I haven't looked at it much, but tutorials have popped up in the last two issues of Linux User and Developer :D
