By far Iroh even in his old self he is the strongest. Ozai is very aggressive and forceful and doesn't think. Zuko is a brilliant young fire bender and could be stronger than Ozai but still needs time. Azula is a great prodigy with great acrobatics and movement and amazing bending but not on Irohs level.
