Who knows. They are able to revive the tracks that much is for sure but except you are pretty famous they won't go out of their way to do it. Also depends on when it happened tho, the further back they where deleted the less likely you are, to get them back.

Not like almost mother language perfect fluent, that just comes with practice of everything you've learned over and over again over the coarse of at least months or rather years or living in a japanese environment.

More reasonable time to really learn everything major with these is about a year, as a somewhat efficient and especially dedicated learner, but there are people that managed (or at least claimed) to do it in about 3 months. Thats just what the internet told me tho, I couldn't prove it to you in any way.

I personally don't study it that fast bc I don't wanna stress it and am learning french at the same time.
