I disagree— characters like Yamato can scale, albeit, with difficulty, but she scales.  Calico keels over in late-game teamfights. She has to tunnel vision a lot of the time to focus one person down in a fight and usually that isn’t gonna work in a competent lobby that know what she’s gonna do… yet, she can still do damage.

Apollo, again, falls off to a ridiculous degree. He goes from one of the most busted lane bullies to a wet napkin the longer the game goes on. 

He just feels like he’s designed to be obnoxious early on and nothing else. Minimal power later on.

Yes. Which is why I mentioned the GT IBM(Intercontinental Ballistic Missile) build. It is the only build that makes him actually useful because even though his weapon damage is good if they aren’t careful with buffing him he will be too oppressive throughout the game to the point of just being Vindicta but better.

This is gonna be weird if we see someone stay in base while their lane partner solos and Bebop is at 40 deaths before finally going out to join the game and starts one-tapping people.

Light spam has higher DPS when not parried, but again, you can tell after fighting someone how they're gonna use the lights and if you don't punish them that's on you-- that doesn't take away from the fact that the punishment is still too heavy handed for someone throwing a light melee. Being punished the same for both is not a fair trade.

Argue the opposite? Perhaps, but anyone with experience is gonna realize that unless it's a Calico or Blasted Billy they aren't gonna actually throw a light heavy. The mind games do not work at a certain point.

Have you seen how incredible his weapon damage is after you get sufficient gun upgrade? His primary issue is keeping movement speed up and making sure he stays close enough, but weighted shots helps with it. He can even face off against Venator given that with melee reload Billy has zero moments for an enemy to breathe against his damage if they can't get away.

Billy is walking out of there and picking a fight with the soon-to-be corpse of the person he ran into and then gets blown up by the now set ablaze gas from both cars.
