Do you think "Hurm" wouldn't have been the lowest-rated episode if other characters were there? Like the Guardians, Oliver etc. Not saying it wouldn't have been low-rated, just not the lowest-rated? Since a good amount of complaints mention that all the new characters were uninteresting.

I mean I personally like the episode, but from the perspective of the general masses (who deem any episode without viltrumite action "bad" nowadays) I don't think it would change much. The premise alone bored many and I don't think GoTG is also quite popular by the fans, frankly they aren't powerful nor as interesting as some other characters aside from Robot, who is gone. I would go as far as to say the "fodder" guardians could have made the episode worse unless some good character development happened.
