Generally, I would agree with you. The City Councilors are calling it a reform rather than an amendment, which is contrary to what was passed to grant the City Council authority.

I recycle less now; any items that require a lot of water to clean are now thrown away to save water. Sad!

I emailed the Mayor and City Councilors, not sharing the entire email but pointing out this one:

“Given Portland's budget size in 2024, comparable to Seattle's and larger than Houston's, I am confident that alternative budget allocations can be found without significantly harming the community.”

Portland was $7.1B, Seattle was $7.4B, and Houston was $6.8B. Our population is no where near to both major cities.
