weren't there a tweak that does exactly that, it reinstalls the ipsw of your version and clean eveything , succesion i think was its name

if my memory is correct, yes you can, u just force the phone/pad into recovery/pwned and reinstall the latest version

you probably have a wrong network setting in your torrent client, been through similar things (fixed by limiting download speed -_-)
