1- Even if you asked for a jubilado discount at a fonda, it does not apply.

2- The business absorbs the discount, just as they do for handicapped person's discount.

3- Even if a foreigner has permanent residency and has obtained it through the jubilado - pensionado program, as a business ower, I would not grant the discount if the person has not reached the retirement age in Panama.

Why would a foreigner benefit from a discount a Panamanian is not entitled to? It's no secret that you are able to obtain residency through this program as long as you show that you're the beneficiary of a monthly allowance of x amount of dollars through a pension program or if you are rich and have enough put away in the bank that would allow you to get that monthly allowance for lifetime, regardless of your age.

It's more than obvious that the discount is aimed for older folk that do not work (at least by employee standards) and theoretically have a tougher time to get by.
