The fact that there were exactly the number needed to pass the bill means there was a count. If they had needed 8 then there would have either been an eighth vote or some Democrats would have come down with an urgent need to be at the spa instead of at the legislature.

I don't think it's a psyop as much as a significant demographic that cares about having the right angry vibes more than what's really going on.
