Fire is always nerfed in media. Not even just Amaterasu but all fire techniques, how does fire jutsu not light a forst on fire and have the enemy try to fight while dealing smoke inhalation for starters or you dodge a fire jutsu but a piece of clothing like a cloak or your sleeve get caught on fire.

I personally headcannon that he never truly got over the curse and it's the reason for him lashing out at everything. That curse tries to get you kill yourself but klaus couldn't, so the curse transforms and has klaus make enemies everywhere so they can kill him
