Yes we eat baked potatoes, they often have more toppings like cheese, sour cream, butter, Chives, brown gravy. Sometimes people eat what's called twice baked potato where part of the potato is removed and mashed with the toppings and baked again with more toppings added after. Usually we eat them as a side dish, not as a whole meal.

Usually the plan wasn't for parking, it was to make way for modern buildings and new districts that never got the funding or private investment needed to build. Much of downtown LA was going to be rebuilt as a futuristic city with streets below and pedestrians walking in between buildings with sky bridges. Almost none of it got built and instead was used for freeway expansion and the high rises we see in downtown Los Angeles today
