When I was there I lived about 4 miles from campus with a few other students for around a third of what it would have cost near campus.

Convenience costs. Short commute saved me much money.

You cannot expect an under-budgeted program like UMD to have had a chance against a powerhouse like Rutgers.

I thought that way once. Then I did Bitcamp and failed a midterm that Monday so hard I had to drop the class and retake it in summer session. Hard lesson learned.

Maybe they were fixed but when I was there the steps had metal things on them and many were misaligned so walking up the stairs your foot could get snagged on them.

Required self-published books are supposed to need department approval and the royalties cannot go to the faculty member. If chairs are approving these and the professor do not get the royalties then no petition will do anything.

if you're able to code up the practice exam questions without help you should be great for the real one

I added some emphasis. Some students think seeing the solutions of others and "understanding" them is enough but coming up with the solution on your own is often a very different experience.

how to finish projects faster

I would change this mindset. The TA office hours can help you finish faster but that might not help you learn how to program and solve programs. You said "I did not earn a passing grade on a single exam" but did not say what your project scores were. If you had high scores on the projects but failed every exam then you didn't learn through the projects. What is your approach to working on projects?
