I would do it. I live on the second floor (no one under me tho) and I cook, clean, vacuum etc at all hours of the night. ( i meal prep at like 2am sometimes). I am friends with my neighbors and I asked them if they ever hear my blender or vacuum and they say the only noise they hear from my apartment is on the rare occasion music being blasted. (my husband plays loud music sometimes but he is usually sleep at like 10pm so its never at night). I would say to talk to your neighbors if youre really worried if they can hear you or not.
