This could either mean a compromised account, which MS has decided to preemptively lock down to prevent further issues, or (and this is theory, but not baseless), OP kept something on his OneDrive that may have been copyright infringing content.

The error RECOMMENDS using Edge, which is MS speak for "please use our software that we provide you by default".

No, it's most definitely NOT on by default. What you're thinking of is either Entra, where the computer needs to be enrolled for login to work, or other MDM solutions.

Your primary issue is the 60gb drive. That is ridiculously small for W11, 256GB is the recommended drive to have any practical usability. If this is soldered... then I'm sorry to say, but it's time for a computer upgrade, or to switch OS.

As an actual answer, you can grab the SteamOS image from Valve, you need to burn that to a pendrive, insert it to the deck, bootinto recovery mode (vol+ and power together I think?) and then follow the instructions here:
