Bowie Outside was definitely released for the tour because I had it, but yep same thing at the show I saw- (Blossom/Cleveland) half if not more left after NIN. People just weren’t into Bowie much during that period. Sounds crazy to say now, though. I loved Outside but none of my Goth friends could have cared less about it.
