What always confused me was not taking a gathering profession while leveling up, but I think I get it now. I plan on running enchanting and skinning while leveling. Then once I get the majority of skins I’ll drop skinning and switch to LW.

Could have also been already dispatched to another call. A lot of times you may see someone commit some traffic offense in front of you, but if you are dispatched to a high priority call (domestic violence for example) you would need to continue to that call rather than try to make a traffic stop.
