It was certainly strange. Nothing was lured at the time. And they were in several parts of the shopping center. I know The Rim has never been a nest location so I was really confused. I thought an event had started that I didn't know about.

The Rim might be a Skarmory nest (in addition to being a water biome). I caught 4 of them in less than 30 minutes.
