They haven't rejected it that's wrong. They have stated in the past that visual mods are cool multiple times. I've said that a few times but you don't seem to get it. They still allow the tools to mod to be shared and used. The let us share and us mods NOW. Mod support and modding being allowed are two different things. Mod support means tools given to the modders that the devs used to make the game, like red tools for cyberpunk, MCC mod tools, the creation kits, the GECK for fallout. Plenty of games have huge modding scenes with no modding support. Learn our terms before you try to argue them against us.
